Conducting Sample On-Site Checks on Subsidized Activities

The Youth Board of Cyprus (ONEK) informs the Beneficiaries of its Funding Programs that, as part of strengthening monitoring procedures and ensuring the proper utilization of granted subsidies, it is establishing systematic sample on-site checks on subsidized activities.
The conduct of these checks is already provided for in the Funding Program Guidelines and aims to confirm that approved activities are implemented in accordance with the details, objectives, and plan submitted in the respective funding applications.

Verification Process

  • The checks will be carried out on a sample basis by authorized ONEK Officers, who will visit the implementation sites of selected activities.
  • During their visit, the Officers will confirm that the activity is taking place and assess whether its execution aligns with the approved application details—such as content, schedule, planned actions, and target audience participation.
  • The Officers conducting the checks will restrict their role to recording their findings during the on-site visit. The evaluation of these findings and any further actions will be handled by the competent Department of ONEK, in line with established procedures.

Beneficiary Notification

  • To ensure timely notification and confirmation of implementation details, ONEK will contact the Beneficiaries of selected activities the day prior to their scheduled execution to confirm the date, time, and location.
  • Beneficiaries are reminded that any changes to the approved implementation details of an activity must be reported promptly to the competent Funding Programs Department through the designated procedures, as specified in the respective Guidelines.
  • Beneficiaries whose activities are selected for a check are kindly requested to facilitate the work of ONEK Officers by providing the necessary information and access to monitor the activity during the visit.

Purpose of the Checks

The introduction of this process is part of ONEK’s ongoing efforts to enhance transparency, accountability, and the effective management of public funds allocated to support youth initiatives and actions.
It is clarified that on-site checks form part of the standard monitoring procedure for subsidized activities, and the selection of an activity for inspection does not imply any suspicion of irregularity.
ONEK looks forward to the cooperation of all Beneficiaries for the smooth implementation of this process, aiming together to ensure the quality of subsidized actions and the efficient use of available resources.
